Sounds like the LOC should also work with their Chief Ref to determine max skaters and total time needed for both NQS and NQ - most returning Chief Refs have previous schedules they can use to assess numbers and PI.

In addition, the LOC should work with the Chief Ref to see if the schedule for out of town and local judges can facilitate limiting hotel nights - we did this for PC Sectionals and it worked very well to help contain costs.
