The National Qualifying Series is comprised of existing non-qualifying competitions that have been approved by the Competitions Committee to participate within the U.S. Figure Skating Qualifying Season. Participating athletes will compete at events of their choice, posting a score for a regional, sectional and national ranking, in addition to vying for advancement to the Sectional Singles, U.S. Ice Dance and U.S. Pairs Finals held in November.

Per my understanding, the announcement is the final word on the rules for a competition. If an LOC determines that they do NOT want to follow this new rule, they can indicate this in their announcement, correct? I have several competitions, that I chief referee, that are already taking entries that are in January and February and our announcements are already out and approved and limit the test levels as they are currently.

I think that teenagers who have been competing in Excel or only in Synchro but who have passed freeskate tests may prefer to enter PrePreliminary Preliminary or PreJuvenile freeskate events but to pass Juvenile or Intermediate tests. Or even higher, if they feel they have a narrow window for maintaining double jumps to pass tests.
